Chrome fully loaded time artificially long #89

We are seeing cases where the fully loaded time in Chrome is several seconds 
longer than indicated by the waterfall (and Dev tools timeline did not show 
corresponding activity).  Something is tickling the last activity code that 
shouldn't be.
