This PR:

Adds the enroll endpoint allowing for enrollment in GIK via the api
Upgrades the api to .net core 2.0
Swaps out xUnit for nUnit making tests now appear in Visual Studio
Adds cancellation tokens where they were missing
Refactors locations of request models
