azd up does not execute preprovision hook #12

If the project has never been deployed end-to-end, this causes azd to prompt for the Entra ID admin for Azure Database for PostgreSQL Flexible Server. The preprovision hook resolves the user principal that is currently logged in to Azure CLI for this.

This might be a bug that has always been there or a regression in azd 1.8.0.
