Backward compatibility to import old Com projects into new tool w/ some level of automated translation to new inputs: COM projects will need to be able to shift HRR Space objects to ResZones and ResZoneGroup

Remove/disable (only allow for research mode) high-rise residential inputs/rules in Com

Partially handled via backward compatibility updates (?)
Remainder via ruleset mods restricting inputs and UI
