Add/Alt rules no working with Combined SHW/Space Heating #124

For add-alt models with only combined space/water heating systems, the standard design systems are not being created as intended. This is because the WtrHtr capacity is not incldued in Bldg:PlantHtgCap* rules tallies; only Blr objects are included. Rules should be revised to include WtrHtr capacity of combo systems.

The best workaround is believed to be to not model it as a Combo system, but rather separate HotWater and ServiceHotWater FluidSys.
