CBECC 2022: Ability to save Baseline input file generated for analysis for models #130

Add capability to CBECC to save a baseline input file that is generated in memory before analysis. This baseline file will most likely have extraneous data and possibly no sizing data, but will serve as a starting point to allow access to the baseline model for any project file.

Limit this capability through an ini option so it is used only when needed.
