VRF Serving Both Healthcare Facilities and Other Spaces #152

Currently, it is not allowed to have one VRF outdoor unit serving indoor units in both healthcare facilities and other spaces. This might due to the proposed healthcare system will stay in the baseline model but other systems don't.

We can remove this limitation by:

keep the zone VRF systems that serve healthcare facilities.
remove the zone VRF systems that serve other spaces.
Scale down VRF outdoor unit capacity the same way we sacle down FluidSys equipment capacity for healthcare.
