CBECC MF: Cooling Tower Pump Is On When Boiler Pump Is On

We see that the cooling tower pump is on when boiler pump is on during heating (boiler pump is not no when the cooling tower pump is on during cooling). This happens when

• The primary system is serving MF WSHP systems AND
• The primary system has separate pumps serve the cooling tower and the boiler respectively AND
• Both pumps are constant speed pumps

This only happen to the system serving MF. So, we suspect that this is an EnergyPlus bug related to the object, LoadProfile:Plant, we used for load passing.
