Cooling Coil Baseline Efficiency: Not Tracking Phase of Proposed Equip. #26

CBECC is using a Baseline cooling coil efficiency of 14 SEER for both single and three phase proposed equipment. The ACM states that the cooling efficiency should be the minimum SEER or EER based on equipment type and output capacity. We would like the standard design to use the minimum efficiency based off what type of equipment is proposed, single or three phase.

From 2014 Appliance Efficiency Regulations: Single Phase Split: 14 SEER/12.2 EER minimum Single Phase Packaged: 14 SEER/11 EER minimum Three Phase Split and Packaged Systems: 13 SEER minimum

I would recommend the baseline efficiency not be based on the equipment proposed, but rather some other building parameter, like building size. This makes the rules much simpler, and makes the baseline performance more constant.
