Baseline HVAC for predominantly unconditioned parking building #32

CBECC is determining baseline HVAC based on total building area instead of total conditioned floor area. This seems odd for a Parking Structure type building where the conditioned floor area could account for a very small percentage of total building area and not suitable for System 5 or 6. See attached an example model. The building is a Parking Structure of 24,000 sq ft of which just 700 sq ft is conditioned. The Parking areas have process exhaust. The Baseline HVAC for this model per CBECC is PVAV with hot water reheat.
