UI Support: Ultra High Definition (UHD) Displays

Copying a CBECC-Res ticket into Com becuase I think Com should get this enhancement as well.

Update UI to support 4k UHD (ultra HD) displays which are gradually becoming more common in the more powerful laptops, such as those used by BW & KN (and RJ). On these screens, UI tree, text, buttons, etc. display extremely small - highly unusable. Workaround is known to function that requires Windows registry edits and use of a program manifest (XML) file, but preferred approach is for UI to support the UHD displays natively, primarily to avoid requiring Windows Registry edits in order to get CBECC tools to run properly.
