12/4/17 RH - CBECC-Com updates to specify the flow/hp for the baseline to be 60 gpm/hp for all towers >= 300 tons in climate zones other than 3 and 5, and 42.1 gpm/hp for all towers in CZ 3 and 5, and all towers < 300 tons in all climate zones

In testing merge of 2019 updates to trunk, I found that the 2016 SPVAC/SPVHP min efficiency rule values were not correct. This was fixed for 2019, but wanted to confirm that the 2016 SP2 should include this correction. 2016 SPVAC/SPVHP efficiency requirements were based on Appliance Std Table C-5, whereas the correct reference is 2016 Std Table 110.2-E.

Also, not yet addressed in 2019 or 2016 are the min efficiency rules for non-weatherized space constrained SPV systems. Should this be added for 2019.0.3/2016 SP2?

Made minor update to reference Table 110.2-E for mandatory minimums of SPVHPs. Reference Appliance Efficiency Regaultions for air conditioners with SEER ratings.
