Source Code Update - Populating declarations for RULE properties when using arrays

DR - Are declarations of RULESET, DESCRIPTION, HELP, INPUTCLASS, OPTION, & UNITS populated to the be the same for all the properties as the first declaration of them in a RULE block

SC- There is only one copy of this data stored in the database/ruleset, so these data specified in the first RULE would propagate to subsequent occurrences of the same Object:Property.

I haven't investigated, but it is likely that the LAST occurrence (in rule module compilation order) of any of these items for a given Object:Property will be the one retained in the final ruleset.
