Classification of Evap Cooling for HasNoClg rule #60

In 2016 softare, incl. SP2, indirect/direct evaporative cooling resulted in a zone to be considered 'HasClg', meaning no mechanical cooling system is added to the zone by the software. This was the decision made while resolving ticket 1933.

Per LF on CEC call, evap cooling should not be considered as a cooling system wrt the rules that add cooling to the proposed. This has been revised to match this decision for 2019. I am also assumign it should apply to future 2016 releases; please let me know otherwise.

Per other guidance from the CEC, 2016 rules are not changed until the impact on compliance has been evaluated.

I reviewed the rule, and it appears that I update AirSys:HasClg to exclude EvapClrs for both 2016 and 2019. This should be reviewed with CEC prior to the next 2016 release if this should be reverted.
