Update rules for BuildingStory/ThermalZone multipliers #63

Currently, thermal zones cannot contain spaces that span multiple BuildingStory's. Look at ways to relax this. Specifically, if the multiplier for all applicable Stories is 1, then there is no issue with combining spaces on separate stories into 1 zone.
