Review translation rules for ZoneHVAC 'Supply Air Fan Operating Mode Schedule Name' and make consistent. Rule should be if FanCtrl = 'Cycling', then AlwaysOff, otherwise AlwaysOn.

As workaround for not having NightCycle managerfor ZnSys, If AvailSch will need to be set to 'AlwaysOn' and FanCtrl = 'Cycling', the ZnSys will cycle on at night.

Rule to support this merged to 1-0_RC branch @ r5884. This is schedule is defined ba a new property, ZnSys:FanOperModeSchRef.

The capability to specify the 'Supply Air Fan Operating Mode Schedule Name' is leveraged to allow zone systems to night cycle (see related ticket 410). If ZnSys:NightCycle is true, AnSys:AvailSchRef is set to 24/7, and the ZnSys:"FanOperModeSchRef is set to the schedule that would have been set to AvailSchRef for the given predominant FuncSchGrp for the floor.

OS still does not support AVM:NightCycle for ZoneHVAC, so this is as close as we can get with a minimal level of effort. One drawback is if the ZnSys provides OA to the zone, when it cycles at night the OA is still provided.
