CBECC-Com 2019: Update Rules for Title-20 December 2018 Update #70

DR - Regarding efficiency requirements: we can do a review of these to confirm we are consistent with the latest regs. However, I'd like to get confirmation from on what is the latest/greatest. It looks like this version of Title 20 was released in Dec 2018, so appears to be the most current version of the appliance standards.

Therefore, it is just this document, and then the tables in the 2019 standard itself that we should follow?

From Issue 2543:

DR - In testing merge of 2019 updates to trunk, I found that the 2016 SPVAC/SPVHP min efficiency rule values were not correct. This was fixed for 2019, but wanted to confirm that the 2016 SP2 should include this correction. 2016 SPVAC/SPVHP efficiency requirements were based on Appliance Std Table C-5, whereas the correct reference is 2016 Std Table 110.2-E.

Also, not yet addressed in 2019 or 2016 are the min efficiency rules for non-weatherized space constrained SPV systems. Should this be added for 2019.0.3/2016 SP2?

Closing issue as most current minimum efficiencies to use for 2019.2.1 and 2022.2.0 are addressed in related tickets 3433 and 3398
