Update OS translator to support 'Oil' fuel source for Furnace coils

With upgrade to v9.0, Coil:Heating:Gas is now modeled using Coil:Heating:Fuel, with a field for fuel type. The E+ options are:

Gas, NaturalGas, Propane, FuelOil#1, FuelOil#2, Diesel, Gasoline, Coal, Steam, DistrictHeating, DistrictCooling, Other-Fuel1 and OtherFuel2.

We've been interested in supporting Oil for a while, since it has slightly different minimum efficiency requirements. Propane is the other common fuel source that we might want to consider. Any change here needs to be coordinated with TDV calculations.
