CBECC-Com: Developer Option - Bypass E+ Simulation/Run CSE DHW

Add a developer option to bypass all the E+ simulations and only perform CSE run for DHW (mostly applicable for HRR and Hotel/Motel projects). The bypass should ignore the PV and Battery simulation in CSE if defined in the model.

new feature present in executables checked into CBECC-Com_22-0-1_CECTest branch @ SVN r6220 new 'SimulateCSEOnly' INI option to enable analysis that skips past E+ simulation and moves directly to Res DHW and/or PV simulation via CSE. If battery present (and PV/Batt simulation enabled), analysis will abort since E+ sim is required for battery simulation.
