Replace 28MHz clip-lead with PLL #6

Clip leads are notoriously risky.

A 4046 could be used to regenerate the 28MHz clock from a 7 or 14MHz source. There seem to be a few options for the clock source, CDAC is probably the best one from Denise. A simple RC with a pF varicap ought to allow for tuning of the clock if there's a problematic phase shift, but I doubt it's needed.
