Enabling mystery packets 4/7/8 in some fashion cause the scooter to soft lock #2

At the moment I'm not sure what causes it exactly but some combination of the new sketch and enabling the mystery packets cause the scooter to still turn on and allow control but it can't be ridden; i.e. the motor does not engage.
