Submitting a new clock face for consideration

This is a simple clock face that presents hours and hundredths of hours. I came across this method of timekeeping when I briefly had work for the Post Office many, many moons ago.

I don't code very much, but I saw this opportunity to practice what little skills I have and contribute something back. I'm open to any suggestions and constructive feedback. Thank you very much for providing this platform. -Curtis
