Restore negative limits when using vario in telemetry #79

C9x has both positive and negative limits and a tick box that turns off the 
centre negative. This leads the user to expect that negative values are 
available in OpenTx, yet they were removed a while back, presumably to cater 
for those users who don't like to be advised when they are in sink.

A variometer measures both lift and sink and there are users who want to be 
advised of both situations. Those who don't should have to option to turn off 
sink tones if they wish, but it is undesirable to force their views onto all 
users.

The problem with sink tones on stock board is not this one. The lowest 
frequencies are horrible with that buzzer. For a good vario, you will need 
either a gruvin9x or a sky9x board. Or a Taranis transmitter!
