Hide "Flows" tab when no flows are present in the doc #113

Is your feature request related to a problem? Please describe. It's annoying to see a tab and be redirected to a blank page. Users won't even know what it is that should be there.

Describe the solution you'd like Just hide the tab if no flows are present.

Describe alternatives you've considered We could also disable the link, which would be better than a blank page. However, I think people would not really know what it's about without content. Moreover, as already discussed, I'm doubting the usefulness of the feature, so I don't necessarily want to create an incentive for developers to put content there, which a disabled link would do.
