ScaleBar length text applies to screen centre #373

What steps will reproduce the problem?
1. Zoom out to a quite low level, have the ScaleBar overlay turned on
2. Pan up/down over the equator or the poles and watch the length text on the 
ScaleBar
3. The ScaleBar length shows the correct distance for the map at the centre of 
the screen, but not the top (or wherever you placed the ScaleBar)

What is the expected output? What do you see instead?
The ScaleBar length should be correct for where the ScaleBar is displayed

What version of the product are you using? On what operating system?

Please provide any additional information below.

This obviously is a minor issue, but there is a simple fix for it (see patch)
