windows usage of pyrate

• change readme (path for scipy: remove scipy reference from path)
• find python 2.7 with correct MSVC
• (anaconda, anaconda2 dont work)
• sys.path.append in InitGui necessary for windows

miniconda seems operationable for windows x64 and x86, see appveyor CI (does though not consider FreeCad, only scipy, numpy, matplotlib)
