What steps will reproduce the problem?
1. Open some documents
2. Open View menu and see that the bottom two menu items are disabled always
3.

What is the expected output?
Keyboard shortcuts for selecting previous and next document/measurement to be 
enabled.

What do you see instead?
Keyboard shortcuts for selecting previous and next document are disabled.
