Translate the UI into French #20

The code should allow for N languages, not just English and French. The impl should allow reuse of one JSP for rendering results in N languages.

Checked in: the code that does translation of static text in the UI. I have translated the charts and satellite features, but not yet main features (the largest one). The mechanism allows for N languages. Translations are put in a text file. See the astro.translate package in the Java code for details.

The next task is to translate the main feature.

The core of this has been committed. Will be in prod in the next release (soon).
