NEOS doesn't permit to delete the root page of any content dimension. E.g. if you install the demo site the home page is available in all configured languages. But it is not possible ot delete e.g. the latvian home page. But of course it would make sense to be able to delete it, if you actually don't want to have a latvian site.
As Aske says:
"It's a restriction to prevent editor from deleting the root page, but when you have multiple dimensions this restriction should only be applied when there's no fallback."
