The gpdvega library is out of date and we should use an example from altairs gallery unless we can salvage it.

One purpose of these examples is for students to have to extend, and in the current form this isn’t reusable.

Vega lite has good geo support now, so just using Altair should be enough https://altair-viz.github.io/altair-tutorial/notebooks/09-Geographic-plots.html
