Move photolysis rate fit/interpolation/quadrature procedure from Photolysis.jl to this package #14

Also move the database scraping scripts to its on subdirectory here with its own Project.toml file

cross-sections and quantum yields are now generated locally from the /utils directory. The raw text files are now backed up to OSN for redundancy.
