Add velocity as a first and a half class citizen on schemas which have points #242

For polymeshes, subds, nurbs and curves (points already have velocity) it might 
be nice to have the ability to set/get velocity, but it would be optional, much 
like UVs on polymeshes and subds.

Are there any gotchas regarding the time unit of the velocity and considering 
it is sampled.
