User Story: As a Site Admin I can view the shopping cart app structure so that I can verify the project structure and functionality is consistent with other apps

Acceptance Criteria:

An app for cart.
A cart context exists for use across all templates.

Tasks:

[x] Create a cart app in project.
[x] Create a cart context file and verify accessible across all templates.

Created cart app with all ancillary files to make operational. Confirmed context processor operational by displaying free delivery threshold on the header.
