jquery/1.9/ links not working #645

What steps will reproduce the problem?
1. These jQuery links aren't working: 
//ajax.googleapis.com/ajax/libs/jquery/1.9/jquery.js
//ajax.googleapis.com/ajax/libs/jquery/1.9/jquery.min.js

What is the expected output? What do you see instead?
The links should point to the latest 1.9.x releases of jQuery, just as 
//ajax.googleapis.com/ajax/libs/jquery/1.8/jquery.min.js points to the latest 
1.8.x release.
