PluginRatio: update trackers before any action triggered #947

1. Seed-box
2. Set 200 as minimum ratio with a remove data action
3. the ratio reach 200, probably in few seconds or minutes, so the all data for 
the torrent is removed, even the file, but the ratio on the tracker is not 
updated

What environment are you using?
1. My ruTorrent version is 3.6 (installed by host)
2. My rTorrent version is 0.9.2/0.13.2
3. I use browser Chrome 64 37 ... on Windows 7 64bit

What is the expected?

before an action is triggered a update trackers action should be performed to 
update trackers with the last data (stop, remove data..)

1) This is a rtorrent problem, try ask from his author.
2) Project was moved to the github.
