WP-CLI command for reports #3

There should be a WP-CLI interface to the reports. Listing reports, adding/removing hosts, triggering and refreshing analysis.

The Resource_Host_Monitor_Analyzer class should have some helper methods for WP-CLI similar to those for adding admin listing screen columns.
