Fix automatic builds with Fastlane

This should fix the automated build and release process that is triggered when a new tag is created.

Includes:

• Upgrading fastlane
• Migrating away from deprecated actions/setup-ruby to ruby/setup-ruby
• Explicitly specifying the Apple team id for notarization
