When I try to load Teleport's website, I'm getting this error:

Is there any way to download this app? Also, is it working well on El Capitan?

You can download it from here: https://github.com/abyssoft/teleport/releases. Just download the teleport121.zip file.

Edit: And I haven't tested it on El Capitan, so I can't be sure.

I've used it in El Capitan and it worked equally well as in Yosemite.
