Title Refactor for Add/Update Item Dialog

This task will include the following changes:

• When adding or editing an item, the title will say Add Item or Update Item. This fix will update the title to reflect the item type. When a user selects a Section item type, the title should Say Add Section or Update Section.
• When adding items to a section, set the title to Add Item to [section name].
