p class="instructions" with embedded ULs #64

We have a few places where uls are contained within p tags. Actually, the p tags used to be divs, but the new "instructions" class only applies to divs. So I changed the divs to p tags. But since uls can't be contained within paragraphs, the list displays outside of the instructions block border. What should I do?

Can we give divs the "instructions" class, too?
