Add de_seqno support to faked up dockets #6

Currently when this code generates fake dockets, it doesn't include the de_seqno value. That's fine, historically, but we're making an effort to do better.

Issue #3 is probably the ideal way to tackle this, but if that's not too hard, it'd be great if we could fake docket entries a little better so that they include the goDLS function in the onlick attribute of the anchor:

And btw, #3 is better because it fixes the long/short description mix up that we're currently causing by making fake dockets.

And btw again, when we do this, we should update the fake docket in Juriscraper's test suite so that we prevent any parser regressions:
