substruct should *not* log the CC numbers #180

1. checkout
2. check the logs for CC numbers--I think they're there by default.  rails 
provides a way to not log them, though.

In production aren't those logs for submissions turned off by default anyhow? I
believe so.

Shouldn't matter in dev/testing mode imho.
