Background:

Was asked to explore semantic requirements regarding P0037.
- Applies to all numeric types
discussed briefly in Rapperswil

Thoughts:

I'm an engineer. Not mathematical.
How I think it'll pan out
- per-function
- pass-through (almost) everything
I just want:
- digits
- signedness
Things you might think I want but actually everybody else wants:
- is this a component?
- copyable, movale, destructable, assignable, comparable, operators
- commutativity etc.
I'm sure I'm wrong. Please show me how.
