Adding philapd.db to master.datasets #1

It would be useful to start examining the philapd.db observations, but given my lack of SQL foo I am requesting this ticket. This data will be very useful for a spatial GLM on count data because it contains lat-long coordinates, which allow us to actually specify a relevant model since we have a discrete dependent variable.

Agreed. I unfortunately won't be able to get this done this week because of a lot of work responsibilities, but could do it over the weekend if no one can get to it before then.
