Our UG has recommended how HR managers can circumvent the real-life problem of multiple people having the same name. Hence, we do not expect most HR managers to be inconvenienced. Therefore, we are downgrading this bug to a Low.
In response to the recommendation that we use either email addresses or phone numbers to identify each employee uniquely, there may be cases where multiple employees share the same email address/phone number, e.g. if the HR manager stores the office extensions for the employees, of which multiple employees can share the same office extension.
Another example of employees sharing the same email address can be the case where an intern's workplace email address has not been fully set up yet, thus communications between HR and the intern are temporarily performed through emails with the supervisor. In such a scenario, the HR manager might temporarily list the intern's email address to be that of the intern's supervisor.
However, we recognise that this may not be an ideal solution. Hence, we will consider exploring alternative means of uniquely identifying employees.

Reason for disagreement: This shouldn't be not in scope as it is a genuine problem that HR managers are unable to uniquely identify people by name. If there were 3 George in the IT department, we can't possibly call them George (IT) 1, George(IT) 2 and George(IT) 3 and worse still, if they had the same phone numbers and emails, that would be a hassle for the HR managers.
Might encounter real life situations where employees have the same name, perhaps to mark an employee as unique, should use email or phone number instead.
