JSON PHP extension is required in WP 5.3 #46

Sorry for the delay in addressing this, and thanks for the PR. I think this change would make more sense in the wordpress-core composer.json file, which means this is something we will need to add to the build script. I don't think the change will be very complex, so I should be able to get this added today.
