How exactly does "combine tags" work? #34

I have a card with (field) front "A" and (field) tag "a". I import from CSV a card with the same front "A", but with tag "b". Shouldn't the card now have both tags "a" and "b"? I just get the card with front "A" and one tag: "b".

What role does the "'Import Tags' Settings" play?
