for persist: timestamp on update #254

when persist information is updated, set the timestamp (timestamp on update).
either via database trigger (dis: more database specific code)
or via apllication logic (Mike reports: not as easy as it seems)

AFAIK can not be done via django.
added to wiki that this is needed, esp for MySQL and postgreSQL.
Added trigger manually to SQLite database.
Also:
timestamp for SQLite was in UTC-time. Changed this to local time (as is used 
elsewhere).
