As mentioned on CS2103T website, pagebreaks do not need to be optimized, moreover this does not hinder the reader.

Reason for disagreement: The page breaks are not optimized, and it hinders the reader. If a reader views this as a PDF and goes to see Quick Start, it would lead them to the end of the page. This might hinder them and cause a minor inconvenience to them since they expected to immediately see a text or explanation under a header. Instead, it was followed with the end of the page. This is a minor cosmetic issue and that is why it was tagged as a veryLow severity.
A similar bug was accepted by this team, and this is also considered a veryLow documentation bug.
It would fall under this category for being not well-formatted and hard to read.
