Incorrect formatting in tonatr output #218

Defect reported via email:

I played around with an old database and found that there are some problems
when doing tonatr (see attachments). If a plural is used in a multistate
character and two numbers are following a noun at a beginning of a sentence,
this is not come out in upper case in the rtf. It all works fine running tonatr
in the old editor, but the new editor does sometimes funny things. Also the
taxon name comes out in angle brackets if you put it in a separate text field
(and not using the taxon name from the items pane).

This report found a few issues to do with natural language translation.
1. Capitalisation could be defeated by phrases containing certain RTF control
sequences.
2. Items formatted in the context of a CHARACTER FOR ITEM DESCRIPTIONS was not
inheriting the comment mode of the ItemFormatter.
3. Certain RTF formatting differences could confuse the prefix algorithm when
processing LINKED CHARACTERS.
4. Item sub heading formatting marks where not being applied.

These have been fixed in the latest build.
